I founded HigherEd Projects after spending my career inside mission-driven environments where people care deeply about outcomes, yet important work too often stalls. Not because of a lack of effort—but because priorities blur, decision paths become unclear, and progress erodes as complexity, change, and competing demands return.
My work sits at the intersection of strategy, systems, and execution—but my role is not to own delivery. I partner with leaders, teams, and delivery partners to make sense of complex work, reinforce decision-making, and preserve momentum so progress doesn’t quietly reset or drift over time.

HigherEd Projects is led by Jeff Penta, Ed.D., PMP, a higher education strategy and execution partner with deep experience supporting clarity, decision-making, and continuity across complex institutions. He works alongside leadership teams to help important work keep moving—bringing focus and execution discipline without adding unnecessary process or dependency.

About Jeff
Jeff Penta works with higher education institutions and mission-driven organizations to help important work keep moving—especially when complexity, change, and competing priorities make progress harder to sustain.
His background spans more than two decades working inside and alongside mission-driven organizations, primarily in higher education. Jeff has held leadership, strategy, and delivery roles at institutions including Southern New Hampshire University, Worcester Polytechnic Institute, and Northeastern University, partnering across academic, administrative, and technology environments to support complex, institution-wide initiatives.
Throughout his career, Jeff has worked on enterprise efforts involving strategy execution, portfolio and program management, governance and intake design, systems modernization, and organizational change. Across those experiences, a consistent pattern emerged: organizations are often able to start important initiatives, but struggle to sustain progress as priorities shift, leaders change, and decision-making becomes fragmented. Those moments—where momentum quietly erodes—now define the focus of his work.
Jeff does not arrive with a prescribed methodology or take ownership of delivery. Instead, he partners with leaders, teams, and delivery partners to support clarity, reinforce decision-making, and preserve continuity over time. His role is to help organizations maintain direction so progress compounds rather than resets.
In addition to his professional work, Jeff is actively engaged in nonprofit and civic leadership. He serves in community-based roles focused on long-term planning, governance, and public engagement, including chairing the Londonderry Master Plan Steering Committee. This work has deepened his appreciation for stewardship, inclusive decision-making, and sustaining momentum in environments driven by public accountability and long-term outcomes.

Jeff holds a Doctorate in Education, along with graduate degrees in business and organizational leadership, and is a Project Management Professional (PMP). He has also taught at the graduate level, bridging theory and practice with an emphasis on judgment, context, and execution.
